Authorities allege between June 9th and July 31, 2020, Andino orchestrated the sale and delivery of fentanyl pills to a confidential informant on three occasions at different locations within the City of Lebanon. It is alleged that Adino was the point of contact for obtaining fentanyl pills and that he directed others to deliver the controlled substance During these deliveries it is alleged Andino conspired with Frankie Aponte and Quanjay Murry. Andino was taken into custody in Florida by the US Marshals Service on another matter and is awaiting return to Pennsylvania to answer to charges including 3 counts of Delivery of Fentanyl and/or Oxycodone, three counts of Criminal Conspiracy to deliver Fentanyl and/or Oxycodone and three counts of Criminal Use of a Communication Facility. Also arrested in connection with Andino were Frankie Aponte and Quanjay Lamario Murrany.
