Authorities allege that on January 14, 2020, and January 29, 2020, the Defendant, Jose Ortiz, delivered heroin to a person under the supervision of the Lebanon County Drug Task Force in the 100 Blk of Cumberland Street and the 300 Blk of Guilford Street. During one of the transactions, authorities allege Ortiz conspired with Bethany Keller, who brought Ortiz heroin from inside their residence.
On January 29, 2020, members of the Lebanon County Drug Task Force took Ortiz into custody and executed a search warrant upon his and Keller's residence located in the 100 Blk of Cumberland Street, Lebanon. Ortiz is alleged to have been in possession of 3 grams of heroin hidden in his waistband as well as the cellular phone used to arrange the drug transactions.
During the search of the residence, the DTF found cardboard boxes of new drug packaging as well as other drug paraphernalia. Ortiz was transported to the Lebanon County Central Booking Center where he was processed and arraigned. Ortiz was ordered held in the Lebanon County Correctional Facility in lieu of $200,000 bail.
On February 5, 2020, Keller, who had been previously detained at the Lebanon County Correctional Facility on a probation violation, was processed and arraigned on charges including Delivery of Heroin, Criminal Conspiracy to Deliver Heroin, Possession of Heroin, Criminal Use of a Communication Facility, and Possession of Drug Paraphernalia. She was ordered to remain in custody in lieu of $75,000 bail.
